Sometime I do not understand how people in Norway can manage to go around with short pants, or T-shirts when outside is freezing?!
Take for example today, this morning was -8 degrees Celsius, -2 now (based on yr.no) and I have just met 3 different people going around in shorts. I know in the sun the temperature is nice, but is that enough?

Woha... and you know what? I wonder how Cantonese people here in Hong Kong can walk with boots and heavy winter jackets when the temprature is maybe 15 C. I asked. They said: "it's very cold, indeed!"
